CLAIR PENNER
MUSCATINE, Iowa - Clair Penner, 76, passed away on Monday, November 6, 2023, at Trinity Bettendorf.
Funeral Service will be held at 11:00 on Saturday, November 11, 2023, at Wesley United Methodist Church. Pastor Kayla Lange-Carney will officiate. Private burial will be in Greenwood Cemetery.
Visitation will be held from 4 until 6 p.m. on Friday, November 10, 2023, at the Ralph J. Wittich-Riley-Freers Funeral Home. Memorials may be made to Wesley United Methodist Church. Online condolences may be made at www.wittichfuneralhome.com.
Clair was born on July 1, 1947, in Bakersville, California, the son of Dr. Walter Penner and LaVerna Jost Penner. He married Deborah Bartelt on July 26, 1975, in Muscatine.
Clair was a member of the Wesley United Methodist Church, Member of Kiwanis, Great River Tennis Association, and American Bar and Accounting Association. He was formerly a church deacon. He was a member of the Laura Musser Art Center Board and sponsored a refugee family through World Relief. Clair attended the University California Berkeley, got his master's at the University of Chicago, Doctor of Jurisprudence at Drake, and LLM at Chicago Kent. He was an International Tax Attorney and CPA.
Clair loved sports and playing tennis and golf. He enjoyed going to plays, concerts, world travel and novels. Though he had a very demanding career, he put his family first and never missed his girls' functions as they were the light of his life. He was an extraordinary and devoted father to Mary-Claire Aulgur (John) and Lauren Penner. Clair was very loyal, kind, and caring. His family meant everything to him, and he was always there for them. Clair carried himself with dignity, strength, honesty; a man of character. He will be remembered for all the selfless love he shared with his friends and family.
Clair is survived by his wife, Deborah; daughters, Mary-Claire Aulgur (John) and Lauren Penner; and siblings, Nathana (Ron) Schooler and Althea Penner.
He is preceded in death by his parents and brother, Arlen Penner.

I send you my deepest condolences on the loss of Clair, an accomplished man who had many interests and enjoyments. Anyone who knew him knew his biggest joy in life was his family. My thoughts and prayers are with you.
Debbie, Lauren and Mary-Claire - I am very sorry to learn about the loss of Clair. I always enjoyed his company and remember particularly well several spirited tennis matches at the old Weed Park courts many years ago. Please accept my condolences on the loss of a loving husband and father. I hope you find peace in many wonderful memories of an accomplished and erudite gentleman.
